unable to display webpage

This guy gets an error telling him that he'
s unable to display webpage.. We've emptied the tmp file and he still gets it..Any idea on what else he can do?..he's running MSIE 5 and Win 95.

Click on the "Start" button and select "Settings" then "Control Panel"
Double-Click on "Internet" and select the "Connections" tab
Double-Click on "your isp's dialup connection connectoid"
Uncheck box labeled "Use Proxy Server" and Click "OK"
Click "LAN Settings"
Uncheck box labeled "Use Proxy Server"
Click "OK" and restart your computer
