The plethora of burning software on your system is probably the cause of any problems.
Adaptec and Nero are known not to have a happy marriage on quite a few systems.

Is there a reason for wanting to install the Aspi download? When you install Easy CD Creator it will load the files onto your system.

The Adaptec/Roxio suite stopped installing the Adaptec ASPI layer as of version 4.02, after too many other components -- notably, scanners -- were installing 'updates' to it that caused a lot of problems with CD burning.
The compatibility problem with Nero is with DirectCD, not Easy CD Creator. I have the exact "plethora" of burning tools installed as you describe, as to many others.
There is a downloadable file available known as ForceASPI that will, well, force an install of an ASPI layer into Win2000 if you insist. I don't have an immediately available link, so perhaps a search here would locate it for you -- or another kind soul will post it.

I tried a couple of aspi installers but none worked except ForceAspi. I found it by searching, but it's getting harder and harder to find. If you still need it after searching send me an email and I'll hook you up.
