I have just purchased a new computer. I am going to use both the old and new computer. Can I put the new cpu on top of the old cpu.??

If you mean stacking the computer cases on top of one another, sure.. so long as they are physically stable
and as long as the bottom one doesn't have a vent on top (few do).

Just to make sure we all understood correctly, when you said CPU, you mean the computer right? CPU is a chip(processor) that goes inside your computer.
