joeboy--What version of Windows? What version of IE?
Did this just start? If so, perhaps a System Restore>
You will not get active arrows unless you, in fact, have webpages to go back to. What do you see when you click the down arrow?

You might have disabled the Navigation bar. In Firefox, right-click the toolbar, and check "Navigation ToolBar." In IE, I don't think it can be disabled.

If this does not fix things, tell us whether the arrows are completely missing or whether they are there but greyed out.

joeboy--I understand the arrows are there but greyed out. I have no active arrows when I open only tabs (several tabs). The arrows show up when I open windows.
