Welshjim, the program you suggested didn't affect my monitor. DON'T feel embarassed at all. You, as well as, many others on here are a great help to me. I appreciate it. I had that monitor issue before I installed tweakiu. I hope that makes you feel better. 
I was wondering why sometimes when I move my mouse to turn monitor back on from the monitor power feature in windows under display/screen saver/monitor power settings that my screen stays black and my monitor never wakes up or turns back on. I have to reboot my system to get back into windows. Like I said, most of the time my monitor comes back on after moving the mouse but, sometimes it does not. I was wondering if anyone knows what could be causing this.

May be you are using hibernate or sleep mode on the computer?

Train, I checked in the hibernate section under power options properties and enable hibernation is not checked. Where do I check if my computer is set to sleep mode? I doubt it is either of these reasons because my monitor doesn't come back on after moving the mouse only once in a while.

Midknyte, I have been using monitores program since you recommended it and love it. Yesterday when I tried to turn it off by clicking control + F2 keys nothing happened. I tried rebooting my system to see if it would work and that didn't help either. I tried deleting the program and then reinstalling it and it still won't work. Do you have any suggestions as to why it won't work now?

Are you sure you checked the autostart in options?
Use the 0.5 regular version. I've had problems with the "lite" version.

Midknyte, yes to both q's. I was using regular version and I had auto start checked. It was working up until yesterday.

So the app is running and ctrl+F2 doesn't work? Do you have any firewall or other apps that would prevent it from running?

Midknyte, yes the app is running but control + F2 doesn't work. I don't think anything on my system changed from when it did work until when it stopped working. I can't think of anything that changed on my system that prevented it from working.

If you're sure that your keyboard is working properly, you can try contacting the monitores programmer. Maybe he can help or even let you try a beta build.

Midknyte, I just figured out what was wrong. I have a F-lock key on my keyboard that locks the functions of all the F-keys on my keyboard. I must have clicked that by accident at some point when I was typing and not realizing that I did. Control + F2 turns off my monitor again. The programmer did say he is working on a new version that will give the user control to configure his own hot keys to turn off monitor. So, if you use this program, keep a look at for updated version. Again, Midknyte, I thank you for all the help you give me on this site (as well as everyone else). You are greatly appreciated.
