    Slow keyboard

    Both USB & PS/2 Keyboards are slow. I have to keep ALL keys down for ~1s to see typed character or to move cursor/shift.

    I feel very sorry; the fault really was not mine:
    I could not describe everything, it'd taken hours to type (on top of my using only one hand now). As a rule, in similar situations, I begin with restarting the PC, before trying anything else. Yet this time, the restart did not occur, shut down either, and System Restore as well. After about 3-4 hours Restart is possible, other two have been not tested yet. (I told you, guys, that I entered a time of misfortunes, when every thing which can malfunction/break down, does). Another little hypothesis: this PC is on for 10-12 hours/day now (as I stay home) and it simply tied. After a short rest it recalled how to restart itself. Simple.
    A couple of other things happened: both my ROM drives are back, like never nothing ever happened. The exclamation point by the Kernel DLS is still there, but unlike Nancy in 2006 (and a few other suckers like me - Google found them) - the only short-lived problem with the sound I had was that every sound level slider was on Low and I could not move it to the right! - it slided back as soon as I released the mouse. Fixed itself in ~1 hour.
    The other, still uncorrected: I used to have a few icons (some visible, some under >>arrow, like for Word, Excel, Show Desktop, SnagIt) to the right of Start. All of a sudden, they disappeared and I forgot how I put them there.

    I remember now: it's called Quick Launch. It's back.

    Forgive me, I am not 100% sure I understand, but it seems like you want to re-establish Quick Launch or to get some shortcuts into Quick Launch.
    To re-establish Quick Launch, right click on the Taskbar|Toolbars and check Quick Launch. To enter shortcuts into Quick Launch

    Note that in either procedure you are moving the shortcut into QuickLaunch not the executable for the program.
