kspeel--In the short term, on your XP PC, click IE File|Import and Export|follow directions to export Favorites. That will create a Bookmarks.html file which you can copy to a CD/DVD or floppy and use on the laptop. What you will see is a page of text and live links to your Favorites, though no icons.
When you use the Bookmarks.html file you can of course create new Favorites on the laptop as you go along.
I do not use Vista so do not know if it will allow you to import all the Favorites at once by again clicking IE|Import and Export but this time import from the Bookmarks.html file. You will not see the icons until you access each site.
