Modem not at right speed

it runs at 28.8 instead of 56k

Have you ever conneected at higher than 28.8 (or 33.6) before? If not, it is possible due to analog/digital conversions in the path between you and your phone company's central office that your lines can't support 56k.

Where'd you get the bugger? If you don't have a driver disk for it, that's probably all you can get from it.

Do you have access to a friends PC or another modem? If so it's the only way to isolate whether it's the phone line or the modem / settings on your machine.
Doing this could save bucks, sometimes big $$$ if you have to have the phone company involved.
If you do get better results, and you may already know this, you will not see 56k, it's against the law believe it or not. What you will see is somewhere between 48k and 50,666 most likely. That is about optimum for a dialup modem.
