My computer will still post but will not boot all the way to the desktop.
I think I see a common denominator. I was having troubles a little over a month ago and one thing Super Sparks suggested I do was clear the CMOS (I am getting post code 75 at reboot, but it still boots to desktop). Perhaps that is somehow causing this issue for us? (I'm not qualified to make that judgement, that's for sure.) Things have been pretty crazy for me lately so I haven't made the time to clear the CMOS (know I should have), so I'm going to try to fit that in today.
I'll post back with results.

OK, cleared the CMOS (via reseating jumpers, not taking out battery briefly), set BIOS at Fail Safe Defaults, and it had no impact whatsoever in getting IE7 to extract to C:\. (It did, however, create new Post Code errors, but I'l take that to hardware for a separate thread.)
Anyway, I noticed something. About a month ago I had to download M$ Office cache files (was having intermittent trouble with Office 2003 and could not get Office '03 SP2 to install - tried off and on since that patch watch issued). Once I downloaded the MSO Cache file, I was then able to successfully install Office 2003 SP2. I notice now that the Office Cache file also extracted to E:\ ! (However unlike the IE7 extracted file, I was able to successfully move the extracted MSO Cache file to C:\ today, where Office resides. )
I am completely befuddled as to why in those two instances the M$ files are not extracting to C:\ and have no idea which way to go at this point.

Agreed, I am stumped as well.
I have had trouble installing updates in the past, but they eventually did install after enough tries. I didn't notice if they were extracting to the wrong drive at the time so I can't really speak to that end.
All I can say is that Media Player 11 also extracts in the wrong folder and won't install properly either. Mabey you shold try to install media player 11 and see what happens?
I'm not getting any post errors, just full blown lockup after post when all drives but C:\ are disabled. This should not be the case of course, but I have no idea why it's happening.
I installed MS office 2003 several months ago with no problems...so I don't know if that has anything to do with it.
I built this machine, and the motherboard is getting a little long in the tooth...ABIT TH7II RAID to be exact, but it has never given me an ounce of trouble before.
I thought that my onboard RAID controller could be the culprit, (as I couldn't get windows to recognize any other array than JBOD the last time I did a full re-install) but your problem is different...lots of partitions on the same drive is not the same setup.
So...in truth...after everything I have read concerning IE7 bugs and incompatibilities and, of course, my own problems with even installing the darn thing, I'm not too torn up about missing it on my box.
I just hope that any further windows "updates" are not going to follow the same path.
