Make VCD from AVI with NeroExpress

I have an AVI file (size = 698 MB), can I use NeroExpress (Version 6.6 xx) to create a VCD ?

If yes, how ?

If no, what software (preferably free) do I need ?

In mine you can, and i have 6.3.

Simply make sure you are under CD settings and click "Photo and video"
click "Create a Video CD"
Click "Add files"
Find your AVI and add it
Click next, and so on
