Looking for a basic free photo edit program in which I can create thought bubbles

Besides the program falcon listed for you, another freebie that can do layers is The Gimp http://www.gimp.org/windows/
If you don't need layers, then PhotoFiltre is a much easier to use, free photo editor program. http://www.snapfiles.com/get/photofiltre.html It even has a few useful plugins at the author's site.
FastStone Image Viewer is a handy image viewer with a bit less editing capability. But it adds some very nice touches like batch re-naming, re-sizing and so forth. The newest 2.4 version added text and line drawing that could be used for your thought bubbles. http://www.snapfiles.com/get/faststoneviewer.html

How to quickly blend my digital photo onto another image?
I usually use Magic Photo. It's a image editor. Using it, you can easily blend your digital photo onto another image to create special effect. It makes you photo more interestinng and pretty!

Well there's this good program that has heaps of features http://www.kidsdomain.com/down/mac/futurepaint.html although they say it's for kids, it's quite the application.

You do get what you pay for! You can find Photoshop Elements for cheap if you look around, and if you're a student or teacher you get an even better deal.

Then it's not going to be much help to a PC user. 
Right ProfessorU, last time I checked Photoshop Elements was down to $79USD. Basically a cut down version of Photoshop and a heck of a lot cheaper too.
