managed to connect tablet to my pc and on the tablet it said
    chargeing.
on my computor window there is no sign of the device

theres another socket on my tablet... I may be wrong but it looks
like the small version of an HDMI

Try transferring the media to a removable USB key first so the tablet doesn't think the source (computer) is just a charging device.

Alternately, what I did for these things is set up an account with Dropbox and upload/download to/from different computers/devices including my phone from there. I find that easiest and quickest.

Mega would work too. There are a lot of established cloud storage sites that would. I don't upload any sensitive docs that have personal info on them to any online storage sites though for security concerns these days.

When you connect the tablet via USB cable, there is usually a notification on Android to set the USB mounting mode.
What is the exact make/model of the tablet? Each manufacturer and Android version is a little different.

Sorry, I can't find anything in the Neptune 10L user manual. That's a really old tablet.

Like I said, check the Android notifications when you connect the tablet to the PC via USB cable. There is usually something about USB connection for File transfer.
