Mexican phone
I'm in Mexico and I have a Mexican phone. When I call Bank of America on their toll-free international number, my phone wants me to pay. My friend has a Samsung S21 that was bought in the US and his connects without demanding money. The clarity and volume are way better too.
My question is: Is the difference in the physical phone or because he has a fancy phone plan?

It is almost certainly your carrier that wants you to pay. The phone should not have anything to do with it, unless it is locked to your carrier's plan.
