    Outlook 2019 can't open

    Once in a while, out of nowhere, I get a popup saying that I don't have permission to view a message, in my OUtlook 2019. At that point, no matter what message I select, won't display. I have to restart the computer (restarting the program is not enough).

    This happened today, and I have restarted my computer several times without success. I tried to start Outlook in safe mode, and it would not work. I searched online and I saw a suggestion to "repair", but I don't see that option anywhere.

    I am using Outlook 2019 with Windows 10. Windows is up-to-date.

    Any additional suggestions?

    OK, this is odd. After several other reboots, it finally opened normally.
    So I could say this is resolved (for now). However, would you have any other suggestions as to why it does happen?
    I am sure it will happen in the future.

    Is the computer where Outlook is installed part of a network?

    Is there anything in particular different about the email that may cause this message? Meaning does the email come from a business?

    Not at all. It is my home computer and is "independent".

    I have several emails set up to be received on that Outlook. When this happens, no email can be displayed. Also, it does not seem to happen when displaying a new email. For example, I had checked and read the last email normally. Then, I leave it to idle while I do something else. When I come back to Outlook, a while later, without selecting a different email to display, it just shows some kind of blank preview (as if it was still loading). Then, if I click to read other emails, none will display. If I close Outlook and reopen it, I get a popup saying:

    "Cannot start Microsoft Outlook. Cannot open the Outlook Window. The set of folders cannot be opened. C:\User\User\AppData\Local\Microsoft\Outlook.pst is in use and cannot be accessed. Close any application that is using that file, and then try again. You might need to restart your computer."

    I might get that popup even if I just restarted the computer and opened no program other than Outlook.

    This almost sounds like two different issues.... Do you lose Internet Connection when you leave the computer idle for an hour or two?

    If you do lose connection go into Device Manager - Network Adaptors properties - Power Management and Disable "Allow the computer to turn off this device.
    If you're happy and you know it......it's your meds.

    No internet issue when this happens. It does not disconnect. In fact, I might be working on something on a different program and when I come back, it has that message that the email cannot be displayed. When I restart the program, I get that long message popping up.

    The latest Outlook is called Outlook (new) - maybe it's your Outlook that's out of date?

    You probably do not want to use the "new" Outlook. Like most Microsoft "new" versions, it removes useful features that you were using and adds some unwanted bling-bling and eye candy that performs no useful function.
