If system restore is enabled on your computer you could try going back to a time shortly before the problem started and see if that fixes it. Unfortunately system restore is not enabled by default on Win 10 systems and you'd had to have manually done so yourself.

Another, somewhat riskier thing would be to reinstall the program. Riskier because it's so much older than the OS and its updates that it might not reinstall properly even if you tried doing it using compatibility mode. I'd only do that if I had a complete disk image made with something like Acronis TrueImage so I could reverse any problems encountered.
    Don't believe everything you think.

System restore was NOT enabled, so that won't work.

Reinstalling the program would not be a problem, however, this got me to check my other computer where PSP9 is installed on W10, and interestingly, the icon is also missing. Not missing for the Adobe Acrobat though. So now, I am thinking that it might have been a Windows update and i am basically out of luck.

I am surprised why it does it with Adobe Acrobat, since that one is not that old a program.

    Possibly useful link:

You might try the test of logging in as a different user to see if the icons are correct on that other user account. You can enable the hidden Administrator account for this if you do not want to create another user account.

If you right-click on the PSP9 shortcut in the Start Menu, do you see More > Open file location?
Did you try setting the icon for the PSP9 shortcut there?
    Right-click > Properties > Shortcut tab > Change Icon...

When I go to that window, the Change Icon... option is greyed out.

If that is the original shortcut created by the installer, you might not be able to change things. If you create your own shortcut from the .exe file, you should be able to change the icon and other items.

Like jdc2000 mentioned, create a new shortcut to the PSP9 .exe in that folder. If it still doesn't have the correct icon, change it in Properties.

The .exe file has the correct icon.
When I create a shortcut, in the same folder, it has the correct icon. Yes, I could "change" it, but I don't need to as it is correct there. It is just missing in the Start and the pinned Start programs, not the shortcut itself. And if I pin that shortcut to the Start, it still has only the generic icon.

No, you would REPLACE the shortcut in the Start Menu folder.

Right-click on the PSP9 shortcut in the Start Menu, and click More > Open file location
Create a NEW shortcut to the PSP9 .exe in that folder
You should now see the NEW shortcut in the Start Menu
If that works, then delete the BAD shortcut

I don't see anything on that link.

What is the folder path when you "Right-click on the PSP9 shortcut in the Start Menu, and click More > Open file location"?
    It should be something like:
    C:\ProgramData\Microsoft\Windows\Start Menu\Programs\Jasc Software

In that folder, you create a new shortcut to the PSP9 .exe file. You should then see the new shortcut in the Start Menu.

The link is a video where I recorded myself trying to follow the instructions above.
And yes, the path is what I have.
That is what I was doing in the video. It is linked to Loom so nothing is downloadable.

Hmm, that's weird. I tested it out on my 7-Zip File Manager shortcut in the Start Menu. It doesn't allow me to create a shortcut in the folder, but I can copy it from the Desktop.

    Try this:
    1. Create a shortcut to PSP9 on your Desktop
    2. Open the PSP9 shortcut folder in the Start Menu
"Right-click on the PSP9 shortcut in the Start Menu, and click More > Open file location"
    3. MOVE the "bad" shortcut to the Desktop
    4. COPY the "new" shortcut into the PSP9 folder

If the old and new shortcuts are both in the folder, only one of them shows up. At least, that's what happens for me.

    That worked!!!
Let's hope it will stick when I reboot the computer, but it works.
    Thanks.
