    Laptop has turned into a snail on Bootup and running programs

    I am using a Lenovo Ideapad Y700-15ACZ
    Processor AMD FX-8800P Radeon R7, 12 Compute Cores 4C+8G 2.10 GHz
    Installed RAM 8.00 GB (6.96 GB usable)
    System type 64-bit operating system, x64-based processor

    It has become a snail to boot up and run programs.

    Since this is a laptop, the first thing to check would be system temperatures. Your BIOS might have this information, or you can use some software like Speedfan to check for overheating.

    Nope took laptop apart fan and filters are clean.

    What temperatures did you see from the temperature monitoring software? It could be some heat transfer compound between the CPU and heatsink that is not doing its job.

    Does your computer have a SSD or HD?

    Did you check Task Manager for high CPU, Memory, or Disk use?

    according to Hwinfo64 temp is an average 40c. with current temp fluxing between 33 and 39.

    Those temperatures should be OK, and should not be causing CPU throttling. If a hard drive test shows no issues, the next thing to check would be to open Task Manager to see what processes or programs are using the most CPU time.

    To test the hard drive, run the manufacturer's diagnostic program. Midknyte's signature has a link the the Ultimate Boot CD Guide that has information on how to use the UBCD to run tests.

    If you have a Western Digital drive, then run the WD Data Lifeguard Diagnostics.
    If you have a Seagate or other brand of drive, run Seatools.

    Also check Event Viewer to see if there are any errors.
