Have you tried using a different browser? Also disable any ad blockers and browser add-ons temporarily to see if that helps.
VirtualDr email notices are not working.

Try temporarily using a free VPN to get to those sites to see if it's your ISP that they're having issues with...

If you can access the sites through the VPN, then your ISP may either have DNS issues for those sites, or the sites are blocking your ISPs range of IP addresses for some reason. You could check with your ISP to see if they can check into the issue and get it fixed.
If they are not able to do anything about the issue, and you need a VPN for continued access, the following articles might be of help in choosing one. You probably do not want to rely on a free VPN for continued use (other than testing).

so i tried the isp and during their troubleshooting they had me see if i could reach the site with my phone and i was able to so the told me the problem was with my computers however the more i think about this the more it seems like bs. they use different ip addresses don't they, seeing as one is windows and the other is android am i even close to right i don't want to have to get a vpn if it's a problem with my isp you know

You could try changing your DNS servers to see if that makes a difference. No guarantees it will work, but it might be worth trying.

If you have 1 PC that can access the web sites in question and the other 2 cannot, check the networking settings and compare them to see what might be different.
Proxy Server settings:

https://helpdeskgeek.com/networking/...roxy-settings/
Networking settings:

also, the following command will show the network settings, from a Command Prompt:
ipconfig /all
