Disk Cleanup still shows Windows Update Cleanup many gigs

Done the Disk Cleanup>>System Files and Windowds Update Cleanup shows 7.40 GB. I put the check in and said Delete Files. Restarted my computer, a Dell Optiplex Quad-Core with12 GB ram and it still shows the same amount to clean up after I do the disk cleanup again like nothing's changed.

    What's up with that?

I went into Settings and checked Storage and double clicked on Temporary files to check it there and the same 7.4 GBs are sitting there as well. I have other Windows 10 computers that actually clean up those files but not this one.

    Is something wrong here?
Note: My questions may be to help others
    Thanks, JB

I assume that this was run from the same user account that the updates were applied from, and that the account has admin rights.
