Which Dell laptop? model name and number/s would help us help you.
Moved to laptop forum as this may be a hardware problem, not Windows 10 problem.

Did you let it sit for 10+ minutes and see it maybe finishes installing an update?
If you're happy and you know it......it's your meds.

It is a Dell latitude E6430 with Win 10 Pro.
Yes I did let it sit for more than 10mins, I have now shut it down , will let it be off for some time and then try again.

If you get the same issue when you try again, it is likely due to a Microsoft update that Microsoft botched. You may end up reinstalling Windows.

I had to reinstall Win 10 to get the Laptop to boot again. I don't understand what you mean by " a Microsoft update that Microsoft botched", did it happen only to me or to everyone that updated Win 10.
I have been able to recover most of my data files from the folder called windows.old, I am very happy about that. Is there anyway that I can get back my apps that I have lost. Like MS Office, Nero 2018, Norton anti virus, etc.

Microsoft has released at least one and sometimes up to 4 updates each month for the last several years that have caused systems to have various errors or issues, including failing to boot afterwards. The same thing happened to a number of Dell laptops at my work.
What apps? Can you not just reinstall them?

Laptop Win 10 reinstalled Back to Normal
Everything is back to normal. Reinstalled the apps from the Install DVD.
But still can't believe that the "Greatest software developer in the world" can put out software updates that coause customer problems, like I had.

With Microsoft updates in their current state, I recommend making an image backup before trying to install them. Then you can recover your system much more easily if something goes wrong.
