RPC UNAVAILABLE
GETTING THESE MSGS : Remote Procedure call failed.........failed to connect to a windows service...

What is the exact error message? Do you mean "The RPC server is unavailable"?
Where are you seeing these errors? Did you check Event Viewer? If so, post the info from one of the errors.

Are you running any firewall apps besides Windows Firewall?
32 or 64 bit Windows?

the laptop is 64bit no other firewall complete messages follow
1) C:\PROGRA~2\RELEVA~1\rlvknlg64.exe The remote procedure call failed.
Seeing errors at startup, sometimes desktop shows , sometimes black with icons only

rlvknlg64.exe is adware. Scan your system with Malwarebytes.
