With stock cooling 700/850 ish, keep an eye on temps, and remember to increase it gradually.

Is there away to put a better fan & heatsink on my video card? I got my GPU up to 695, it locks up after that. And yes the temp is running high 60+, safe would be 30+ to 40- right?

GPUs normally run much hotter that CPUs - I wouldn't worry about anything under 90C, so yours is well within limits. That being the case, I doubt there is much to be gained by changing the cooler. If you are really serious about overclocking though, you might want to think about water cooling, you can get water blocks for the GPU.
