I just heard about this today...Not sure I get it.... Is there a version for dummies?

That appears to be a way for your neighbors to use your WiFi connection to connect their devices to the Internet, or, a way for your devices to extend the coverage range of your WiFi for devices with the capability.

Hmmm.. It's opt-out.
