Legality depends on what country you're in. Mostly no. US and Canadian copyright laws do not allow for streaming of copyrighted material without authorization and occasionally copyright lawyers do get involved. In this case for movies not sports related viewing...

As far as safe goes those types of sites very often host ads, banners and popups that contain malware.
