[RESOLVED] Dead Desktop, I did the paperclip test, it started, until I put back in case??

I think it may be the power supply, I did the paperclip test and it ran for a while, but when I put it back in computer, it wouldn't start.. One of the fans, started to spin but stopped, the power supply never started while it was in case.. It is my brother's desktop, it was really dirty when I got it.. I got it all cleaned up inside... I replaced the little round battery, didn't help... Anyone have any suggestions?

Swap out the PSU for a known good one. Even if the fans start, that doesn't mean the PSU is putting out the proper voltages.
