Group policy editor missing

I am trying to fix a Dell that was beat up pretty bad by trojans and malware for a friend. No protection!! I have found that the wallpaper settings box is greyed out and not funtional. I have not found a way to fix it ,but I have foud that it may have something to do with the policy editor. Well I went to look for that and it is not there. So I need some help if I can find some. regsrv32 and gpedit will not work either. There are 2 users on this machine and one (the first one listed) there is no problem. It is the second one that is not working. I went to Kellys korner and ther is a reg fix but that did not work either.

you didn't say which OS. XP home doesn't have gpedit.

The program file "regsrv32.exe" does not exist in either version of Windows XP; regsvr32.exe does though. (The abbreviation for server is "svr").

If you're running Windows XP "Professional" (not "Home"), click Start | Run, type in gpedit.msc and press [Enter].

(To see which version of XP is running, click Start, right-click "My Computer" and select "Properties". Pressing [Winkey]-[Pause/Break] will also load "System Properties").

If you can open gpedit.msc, you will find it here:
User Configuration > Administrative Templates > Desktop > Active Desktop
Set both references to Active Desktop on the rightpane to 'Not defined'
Might do a gpupdate /force in the Start > Run box for the changes to take effect.

If it turns out you have XP Home try running Kellys fix (I presume it was wallpaperenable.reg) on both accounts.

Is the computer 100% clean of the infection?

I am not 100% sure but I have got Spybot, Superantispyware, and Windows Defender on it (just installed) and am currently installing CA antivirus,spyware.
My feeling is that there are still some registry changes that were made that I don't know what to change. After effects if you will..

STEP 1. Download SUPERAntiSpyware Free for Home Users:

* Double-click SUPERAntiSpyware.exe and use the default settings for installation.
* An icon will be created on your desktop. Double-click that icon to launch the program.
* If asked to update the program definitions, click "Yes". If not, update the definitions before scanning by selecting "Check for Updates". (If you encounter any problems while downloading the updates, manually download and unzip them from here: http://www.superantispyware.com/definitions.html.)
* Close SUPERAntiSpyware.

PHYSICALLY DISCONNECT FROM THE INTERNET

Restart computer in Safe Mode.
To enter Safe Mode, restart computer, and keep tapping F8 key, until menu appears; select Safe Mode; you'll see "Safe Mode" in all four corners of your screen

* Open SUPERAntiSpyware.
* Under Configuration and Preferences, click the Preferences button.
* Under General and Startup tab, make sure, Start SUPERAntiSpyware when Windows starts option is UN-checked.
* Click the Scanning Control tab.
* Under Scanner Options make sure the following are checked (leave all others unchecked):
- Close browsers before scanning.
- Scan for tracking cookies.
- Terminate memory threats before quarantining.
* Click the Close button to leave the control center screen.
* Back on the main screen, under Scan for Harmful Software click Scan your computer.
* On the left, make sure you check C:\Fixed Drive.
* On the right, under Complete Scan, choose Perform Complete Scan.
* Click Next to start the scan. Please be patient while it scans your computer.
* After the scan is complete, a Scan Summary box will appear with potentially harmful items that were detected. Click OK.
* Make sure everything has a checkmark next to it and click Next.
* A notification will appear that Quarantine and Removal is Complete. Click OK and then click the Finish button to return to the main menu.
* If asked if you want to reboot, click Yes.
* To retrieve the removal information after reboot, launch SUPERAntispyware again.
- Click Preferences, then click the Statistics/Logs tab.
- Under Scanner Logs, double-click SUPERAntiSpyware Scan Log.
- If there are several logs, click the current dated log and press View log. A text file will open in your default text editor.
- Please copy and paste the Scan Log results in your next reply.
* Click Close to exit the program.
Post SUPERAntiSpyware log.
NOTE: Tracking cookies can be omitted from the log.

RECONNECT TO THE INTERNET

RESTART COMPUTER!

STEP 2. Download Malwarebytes' Anti-Malware: http://www.malwarebytes.org/mbam.php to your desktop.
(Malwarebytes is free to use as a manual scanner. Payment is only required if you wish to have it run and update automatically which is not necessary for our purposes)

* Double-click mbam-setup.exe and follow the prompts to install the program.
* At the end, be sure a checkmark is placed next to Update Malwarebytes' Anti-Malware and Launch Malwarebytes' Anti-Malware, then click Finish.
* If an update is found, it will download and install the latest version.
* Once the program has loaded, select Perform full scan, then click Scan.
* When the scan is complete, click OK, then Show Results to view the results.
* Be sure that everything is checked, and click Remove Selected.
* When completed, a log will open in Notepad.
* Post the log back here.

Post the log to your next reply.

STEP 4. Download, install, and run HijackThis:

Do NOT attempt to "fix" anything!

Iam not sure if I am looking at the correct thing in GMER, but it looks really huge! Before I post, does that sound right? rootkit/malware and the show all box is greyed out but not checked.

OK not sure what that means:confused:

Do not select the "Show all" checkbox.
Make sure, you select Rootkit tab and click the Scan button.

Looks to me like the show all has been chosen here even though the box is not checked. I couldn't check it if I wanted to, it's greyed out. All the other boxes are checked above that one though.

Post the log. If it's too big, attach it.

I hope it doesn't matter if there are 2 users on the machine. One scan for everybody. And unless I am missing something I did not remember seeing a repair button on the GMER program. I will have it later today, hopefully!

There is no "Repair" button in GMER. I need to see the log to tell you, if there is anything, that needs to be fixed.

The CTFMON-Remover helps you removing the annoying CTFMON.EXE from your Windows operating system. The program is easy to use and displays whether the CTFMON.EXE is installed and running or not. If it was found then you can remove it within seconds. Just in case that you need the CTFMON sometime in the future there is also an option to restore the original one.
Note:The CTFMON.EXE is among other things responsible for changing the language schema of your keyboard (e.g. for switching between the German and English keyboard layout). So in case you are using this feature you shouldn't remove or disable the CTFMON.EXE!
NOTE. CTFMON.EXE is not a threat, but unnecessary startup, which can't be disabled in any other way.

*** Disable TeaTimer, as it'll interfere with the cleaning process:
Right click Spybot's TeaTimer System Tray Icon.
Click Exit Spybot-S&D Resident.
TeaTimer closes.

Let's finish last steps listed below, and please explain the wallpaper issue...

Run CCleaner.

2. Turn off System Restore:

- Windows XP:
1. Click Start.
2. Right-click the My Computer icon, and then click Properties.
3. Click the System Restore tab.
4. Check "Turn off System Restore".
5. Click Apply.
6. When turning off System Restore, the existing restore points will be deleted. Click Yes to do this.
7. Click OK.
- Windows Vista:
1. Click Start.
2. Right-click the Computer icon, and then click Properties.
3. Click on System Protection under the Tasks column on the left side
4. Click on Continue on the "User Account Control" window that pops up
5. Under the System Protection tab, find Available Disks
6. Uncheck the box for any drive you wish to disable system restore on (in most cases, drive "C:")
7. When turning off System Restore, the existing restore points will be deleted. Click "Turn System Restore Off" on the popup window to do this.
8. Click OK

3. Restart computer.

4. Turn System Restore on.

5. Make sure, Windows Updates are current.

6. If any Trojan was listed among your infection(s), make sure, you change all of your on-line important passwords (bank account(s), secured web sites, etc.) immediately!

Working on CCleaner as we speak. But the first post I place here I mentioned the wallpaper applet being greyed out and unable to change anyhting. There are 2 useres on this computer everything works on one and not on the other. That is how this all started as I read it was a group policy thing until I found out that XP home has no group policy editor. There were other things wrong but eventually started working again. Defrag was one one.

Other than wallpaper issue, everything seems to be working OK?

Open your Control Panel/Display/Desktop tab/click on the Customize Desktop button.
Now click on the Web tab/uncheck the box next to My Current Home Page and any other listed web items. Make sure the box next to "Lock desktop items" is unchecked.
Apply and OK.

Everything seems to be ok now except that wallpaper issue. I tried the last suggestion already and there are no filled checkboxes in the web tab of desktop preferences. The people that own this pc had no protection for 3 years if you can believe it. I thank you very much for your help on this mess. If you have any ideas on that wallpaper thing or where to go with it let me know, it is my last little hangup here.
