Might try this: Boot into safe mode. i.e.,press F-8 key on boot up to get boot menu. Choose 'safe mode' using arrow keys then press 'enter'. Go into device manager and delete all instances of the DVD/CD-Rom drives. Reboot. Windows should then recognize and install drivers during reboot.
Might also want to check if you have proper ASPI layer installed as per this site ...
The cd's do see other software when I put them in the drives. I know this cd Has data on it. The drives do see other cd's that I put in but doesnt see the new cd for some reason
Are they burned CD's that haven't been finalised? You may need to finalise them if so, before they can be seen.

What do you mean ISO buster. My other computer(LapTOP) could read the CD
That is because you probably have the same burning program on it.

You might want to try xp_cd_dvd_fix from dougknox.
Nope that didnt work either. It just seems impossible that these 2 drives can read other cd's but not this one and the kicker is on another computer the drive reads the cd
If other CD's can be read on this computer but only the Fear CD not, I suspect the CD is dirty. Some CD/DVD players can be more fuzzy then others.
Try cleaning it carefully.
Also use a lens cleaner.

I have used up a couple of them over the years.
I used to have one of those, Guess I could go get another and give it a try but still doesnt explain why both my cd drives see any other cd expect this one
Less dust and stuff blocking the lazers.
I have run a wet lens cleaner up to 3 times to get one set of lazers cleaned up.
Moms leave you no choice sometimes.
