Guess you should know I am running windows 7 amd athlon dual 6400, 4 gigs ram
In the Task Manager>Processes tab make sure that CPU & CPU Time columns are selected (View>Select Columns). Click twice on the CPU column header and that will put the process that is using the most CPU cycles at the top. Make sure that "Show processes from all users" is checked. Ignore System Idle Process, a high value for that is a good thing. Post back what process(es) is/are using the CPU cycles.

Navigate to C:\Windows\ServiceProfiles\LocalService\AppData\Local, and then send all of the files starting with "FontCache..." to the recycle Bin. Then reboot the PC and see if that fixes things.
sorry after localservice dont have folder for appdata
Make sure that you have Windows Explorer set to show hidden files and folders.
have all that and still no appdata
all the folders in localservice have no data
Yake ownership

Use Windows Task Manager ([Ctrl][Alt][Del]) to terminate "presentationfontcache.exe".
Did that (terminate) but cpu at idle still shows around 50%
Which program(s)/process(es) is(are) using 50%?
