Boot to Safe Mode, does it hang there?
Go into BIOS and enable Legacy USB. Or words to that effect.
Boot to Safe mode and see if msgsrv32 not responding shows up.
Unless that Legacy is enabled, a USB mouse will not work in lots of places.
If you are using a ps/2 to USB converter, that well could be the problem. Has been for me several times.
looking at teh pictures of that lapper, I do not find any ps/2 ports. Serial yes and USB too.
While in Safe Mode, go into device manager > Mouse and remove all instances of the external mouse, reboot and 98 should see it as new hardware and install the drivers again.
Another trick I have used that has straightened out problems like your msgsrv32 one.
Put the 98 cd in while window is up and running and reinstall it right over the top.
I have had a good success rate doing that.
If that did not do the trick, my next step was to back up everything I would hate to lose, then do a clean install. :( Yes a pain, but finding which drivers(s) is causing the problem is rough. :( :(
ME has System Restore in Accessories. Been a while since I had to remember the exact path but you should find it with a bit of exploring.
One other thing you can try is to boot into DOS and at the C:\ prompt, enter the following command:
scanreg.exe /restore
In 9x systems this is the DOS version of System Restore. By default the most recent five restore points are saved. You may get lucky.

You probably are aware of this already, but Microsoft support for 9x systems ended two or three years ago. Your OS is wide-open to attack from malware. Your laptop probably will run just fine with Windows 2000 installed, which would gain you a year's extended support from MS (mid-2011 last I heard). The increased system stability alone would be well worth the change.;)
Thanks lgbpop, plum forgot about those points in ME!
Didn't mean to horn in! I'm starting to forget them myself, there are so few calls for 9x help any more....:o
Very GLAD and Happy that you did!
Save what you would hate to lose first.
Then proceed.
