After reading online, I think I may have found out why my machine won't power off all the way when I shut down Windows. It turns out MS designed it by default not to. I read on a site, that I needed to go into the Registry Editor and find this value: PowerdownAfterShutdown and then change the 0 to a 1 in order for the machine to shut all the way down.
Why would MS design it this way?
Go to Control Panel>Power Options and see if you have an APM tab. If you do check the box for ACPI (it should be the only box in the tab), and your PC will power down all the way.
There is no APM tab. Will making this change in my registry finally make my machine power down all the way after XP shuts down?
Just a thought, have you checked to see if power management APM is turned on in your bios?
I'm noy 100% sure but I think that checking the box in the APM tab just puts that sme entry into the Registry. I really don't think it'll do any harm to try changing the value - but make sure you back up that key first (select it and go to Edit>Export), just in case.
I suspect though that you'll need to either enable it in the BIOS as dr.dos says, or upgrade the BIOS to support ACPI.
The BIOS does support ACPI. It's enabled. It's enabled in Device Manager. I'm attaching a file showing its entry in Device Manager.
In the Device Manager, click on ... View / Show Hidden Devices
Do you see anything that Is disabled?
Nope. I've gone over my Device Manager with a fine tooth comb. Nothing related to power is disabled or malfunctioning.
When I still had 98 on this machine, it powered off fine after Windows was shut down.
I checked my CMOS. APM isn't mentioned in it, just ACPI, which is enabled. It's enabled in both the BIOS and Windows.
If MS really designed XP to not power off a comp after being shut down, they're full of it.
I'm mystified as to why you don't have that APM tab - it should show if the BIOS is APM/ACPI compliant. Have you tried the Registry hack yet?

For years many of us had to put up with turning our PC off once we got the screen saying "It is now safe to turn off your computer".
It's only one press of a button, not that hard.
Incidentally what do you get on your screen when you do click on shutdown ?
I did the registry hack. I haven't shut down my computer yet. When I would go to shut down my comp in the past after installing XP, it'd go through all the stuff of shutting down. Then it'd get to the screen where it says, "Windows is now shutting down" or something like that. Then I'd hear a soft click, like the ATX was trying to cut the power, but it'd just be frozen like that, and I'd have to use the master switch on the back to shut it off. Even using the front power button didn't shut it off.
Along the lines of Nix's post. That is a classic reaction when the ACPI is disabled in the BIOS [Setup]
*shakes head* I checked everything in my BIOS. It IS enabled. I may take my HD with me to CompUSA and see if I can get the problem diagnosed when I have them switch my mainboard over to the new box.

I enabled that value in the Registry. I don't know if I've found the solution yet because I haven't shut down my machine. I'll be shutting it down tonight to dismantle it though.
I've been over my CMOS with a fine tooth comb. All the ACPI stuff is enabled, and the machine is listed as an ACPI PC.
As for my Logitech mouse... I might need to update the driver, though I don't see how a mouse driver can keep a comp from powering off.
