After reading online, I think I may have found out why my machine won't power off all the way when I shut down Windows. It turns out MS designed it by default not to. I read on a site, that I needed to go into the Registry Editor and find this value: PowerdownAfterShutdown and then change the 0 to a 1 in order for the machine to shut all the way down.
Why would MS design it this way?
