Midknyte, I just did a full scan with Defender and it came out clean. My CPU usage during the scan was 100% and computer was very slow that I couldn't even use it during the scan. I could use my computer without any lagness when I used Bitdefender trial version and Avast.

In the second link on how to limit CPU usage on windows 10, she says in the video that default setting it 50. I entered "Set -MpPreference -ScanAvgCPULoadFactor" in powershell. How do I know it is set to 50 after entering that command like you says in the video?
There shouldn't be a space after "Set":
Set-MpPreference -ScanAvgCPULoadFactor 50
To verify the setting, you'd use "Get" instead of "Set":
$Preferences = Get-MpPreference
$Preferences.ScanAvgCPULoadFactor
The first command gets the preferences, and then stores them in the $Preferences variable.
The second command displays the ScanAvgCPULoadFactor property.
I typed Get-MpPreference and scrolled through the list to ScanAvgCPULoadFactor and it was set to the default of 50. I don't know how to change it. I tried the command Set-MpPreference-ScanAvgCPULoadFactor 40 and it gave an error. How do I change it to 40?
Btw, my CPU is only at 100% capacity when I run the Microsoft Defender full scan. My CPU is not really impacted that much when I run the quick scan.
Are you copying and pasting the commands? You need to have a space after Set-MpPreference

It worked now. I thought the space after "MypPreference" was needed because when I started to type "-ScanAvgCPULoadFactor", it wasn't in bold, so I assumed the space wasn't needed. <my bad>
I tried 3 difference settings (40, 30, 20). All 3 settings still overload my CPU at 100%. How low of that setting can I set it?
You probably can't go much lower than 25%. 0 = full CPU
Did you also exclude the Windows Defender folder? That's another suggestion in the links I posted.
I just excluded C:\program files\windows defender folder, and ran Defender at 3 different settings (50,40,30) and CPU was still at 100% capacity.
It's weird that it's using 100% CPU, even with the default 50. You're sure it's MsMpEng.exe taking 100%?
Again, there might be some gremlins on your system, so a run through the ICU might help.
The processes that was running @ 90%+ was called "antimalware service executable."
Antimalware Service Executable is MsMpEng.exe. If you click on the Details tab in Task Manager, you should see MsMpEng.exe listed.

Do you have an HD or an SSD? What kind of CPU do you have? A full scan will definitely take longer on an HD.
If you really want to do full scans, maybe you can schedule them to run at night or just kick it off before you go to sleep. (Method 2 in the link above)
I have a SSD and my CPU is Intel core i5-7200u. I did method 6 and my CPU still went to 100%. Is the default setting on when Defender runs a scan is when I run it manually? My CPU will still run at 100%, even if I schedule a time for it to run. Isn't that hard on the CPU over time?

Instead of group policy, you could try using Defender Control to turn off/on Windows Defender:Quote:

Here's what I did using Defender Control:
DISABLE Windows Defender with Defender Control
Right-click on the Start button
Click Windows PowerShell (Admin)
Click "Yes" when prompted by User Account Control
Use the following commands to delete the Windows Defender definition files:
cd "C:\ProgramData\Microsoft\Windows Defender\Scans"
del mpenginedb*
del mpcache*
exit
ENABLE Windows Defender with Defender Control
Click "Open Security Center" in Defender Control
(Windows Security window will open)
Click Virus & threat protection
Click Virus & threat protection updates > Check for updates
Click "Check for updates"
I downloaded and installed Defender Control. I disabled it (turned off), then followed your steps in Powershell as admin, exited out of Powershell, enabled Defender using Defender Control, opened virus and threat protection, checked for updates which was already up to date. I tried doing a full scan again and CPU was still 100% with Antimalware Service Executable was ~94%.
Well, that's about all of the fixes I could find. Maybe it's related to whatever remnants of Avast are left.
Again, I think you should get your system checked out in the ICU.
Midknyte, if I do post on ICU, what should I state is my issue? CPU overheating issues when running Defender or something related to Avast issues?

The original problem was Segurazo, but now you can't fully uninstall Avast in order to install BitDefender. Maybe he'll have a better suggestion for AV also.
If all else fails, you still have Windows Defender.
Ok, Midknyte. Again, I can't thank you enough for all the help you give me. I really apprecaite it.
Just an update. Last night windows did an update on my laptop before it booted down. This morning when I booted my laptop into windows, it completed the windows updates. After windows finished updating and it booted back into windows, I received a Avast popup window appeared. I opened Task manager and there were 4 Avast processes listed. I looked further and saw that Avast Free Antivirus is installed on my laptop again. I don't know how it got installed on my laptop again. I want to try again in uninstalling it and maybe it will uninstall correctly this time. Last time I used Revo uninstaller. What steps should I take to uninstall Avast free AV to see if it uninstalls completely this time?
Also, there are 2 processes listed in task manager titled the same (Avast Antivirus). Why would there be 2 with exactly the same name?
That could have been causing issues with Windows Defender also.

I am attempting to uninstall Avast using geekuninstaller. The screen currently says at top "uninstalling the product" and below that it says "calling named action: AcsRemoveWfpFilters. It has been at this screen for the last past 10 minutes.
It was stuck at that screen and I couldn't even close it out. I rebooted and tried uninstalling Avast AV again using geekuninstaller and it uninstalled this time.
