My read of your settings is that you theoretically have the firewall up but in practice not.
That second target that ends nisplug.nsi sound like it could be the firewall. I found some info at Norton which explains what has to go into the Start In box.

I think you're looking for the path of the NIS folder to put in the Start In box which seems to be C:\Program Files\Norton Internet Security.
If this fix does not work, can you say if the firewall icon does not come up at all on startup or is that the one that comes up with the red X.
