Here is the fix for my Security Warning problem
1. Run cmd.exe as Admin
2. Type the following and press enter:
ICACLS "%userprofile%\Favorites\Links" /Setintegritylevel (OI)(CI)Medium

It sounds like you're dealing with an irritating issue post a recent Windows 10 update. After this update, every time you try to open a link from your desktop, you encounter a "File Download Security Warning" dialog box with the options to either "Open" or "Cancel". Clicking "Open" launches the link as expected, while "Cancel" simply closes the dialog box. This extra step is proving to be quite bothersome, and despite your efforts, such as relocating the temporary file folder and trying various browsers like IE, Chrome, and Firefox, the problem persists.
