That sounds like you have the "classic" menu. "Run" is the button above Log Off Owner or Turn off ComputerQuote:
it says "windows xp professional and there are about 10 icons vertically there. So I don't see the "run" box.

Something is not adding up in your story. There is no slider in the default XP display settings where you can choose 25%. I suspect it's part of your video driver software.
Is the display any larger in Windows Safe mode?
In XP the Windows key + R opens the run window. I don't have a version of XP available to test it but the cursor may already be in place when it opens so you just need to type magnifier and hit enter.
Obviously I am not explaining the problem very well and it is my fault for not keeping track of my steps. I know you like to have the problem solved. And I appreciate all the efforts! But I am going to format the hard drive, if I can remember how, and reinstall XP. Thanks for all your help!
You do not need to do a separate format before installing Windows. The Windows installation routines include built-in functions for (re)partitioning) and/or (re)formatting the drive(s).
Note that this feature has been available in Windows since 2001 when XP was released.
You could try a Repair Install instead:
