If SP3 was slipstreamed, then you wouldn't see an option to remove it. It would only be there if you had SP2 and then upgraded to SP3.
Did you try removing IE7 first and then installing the standalone IE8?

I don't know what is meant by slipstreamed. What I think happened is that when XP was installed it was either with sevice pack 1 or 2 and then there were 95 or more windows upgrades to bring up the computer to have all current upgrades installed. This not my computer so I am not sure of how upgrades were done. I did try to install I/E 8 before and after deleting I/E 7 with the same result. A file needing to be installed which then said it didn't need to be installed but would not install I/E 8. The link you gave me is where I went.

Slipstream means that the service pack was integrated into the CD before installation.
Found this while searching up the KB error. You can try disabling Hyperthreading in the bios and then try installing IE8.

In this BIOS the only thing I could find that was close to "disable multicore processing" was "single processor mode" and the choices were "enable" or "disable". So I selected "disable" and tried loading the upgrade for IE8. The message I got was "setup could not verify the integrity of the file update.inf. Make sure the cryptographic service is running on this computer." So the file did not load and I have no idea what "cryptographic service" is. I changed the BIOS back to "disable".

Go into Start - Control Panel - Administrative Tools - Services and look for Cryptographic Services. It should say Automatic and Started. If it's not started, click Start.
If it won't start, then that's probably why your updates won't install. Cryptographic Services are needed to verify file signatures.

Is it possible that the windows operating system could be installed twice? When I go to "My Computer" and then to the "C" drive there are two files called "Windows" and "Windows.0". If that is true could that be causing all the problems? I notice when I start up the computer that a screen shows up with the choices of "Windows XP Professional" listed twice with the top one highlighted. So I click on that one and things load, rather slowly, to the startup page. If windows is installed twice, how do I get rid of it?

Well, I went over to my friends with the problem because he was having other problems with the computer like losing the audio and other programs wouldn't open. So I formatted the hard drive and did a fresh install of XP Pro. I did all the updates and then tried to install Internet Explorer 8. Guess what happened? The same thing as before. You need a file to install IE8. I started to install the file. It said I didn't need it and IE8 would not install because I needed the file. He is just going to have to live with IE7 and use Firefox or Opera as I give up! Again, I thank you for all the suggestions and I learned some more!
