You'll need to look on the label of the AC adaptor for that. They are usually around 18 volts most of the time.

Well yes if it is faulty there shouldn't be any problem with getting it changed. But there is a bit more to it than just the external power block, there is also some charging circuitry inside the laptop itself, so you need to check the power block with a multimeter first. If that doesn't give the correct output then you may need to take the laptop to a shop to get the internal circuits checked.
do the geek squad do this kind of stuff?
I've no idea, they are in the USA and I'm not, so I don't know exactly what they do. But I would have thought that they could tell you where the problem is.
Most laptops will run on AC power without a battery in so if it will not boot up then the power brick or the motherboard is most likely defective.
