There is one other avenue that no one has offered.. so I'll do it now:
Go into device manager and find Universal Serial Bus Controllers at the bottom of the page.. Find USB Root Hub/ right click Properties/ Power Management/ take the tick out of the box that says Allow computer to turn off this device to save power.. .

after much frustration and trying just about every suggestion I could find .. this worked. It says for Toshiba but no matter I have a dell xps and it worked beautifully!

Ive tried everything with this dell no luck with a 30 gb video but it will charge with a reset, pluged in, then hold. 2008 4 gb nano works fine but only on itunes.:confused:
Making sure the power is off on the iPod is critical. I have run into the same problems with my Damn Dell, and making sure the iPod is "off" and not just "dead" when you plug it into the USB port makes all the difference.
I had the exact same problems. I tried a ton of different solutions, including ones posted here over a period of weeks to no avail. I was ready to throw my iPod away. I tried a new cable and it worked perfectly.
