Longshot but do any of your local TV stations have news segment dedicated to solving or looking into viewers problems? They could be helpful by giving public attention to the problem and maybe acting as your advocate.
Coincidentally here in Toronto we had more than one station recently running local stories on the bad condition of the cities streets and they were asking for people to call in with their bad experiences. In some cases they took it further and went to city hall with complaints.
