The heatsink is hooked to the CPU socket, don't need to mess with that.
The fan is generally hooked to the heatsink with screws... sometimes clips. Let us know what yours looks like... remove the fan from the heatsink and replace it in a similar manner only reverse.

If you have the budget for it, for a great heatsink, i would suggest the Thermalright SLK 800u .Coupled with the variable speed YS Tech 80mm fan. Mine has the adjustment knob mounted on an unused front drive slot to make it easy to get to.
With my AMD T-Bred 1700+ (1.47GB) OrClocked to 1.72GB, it runs at 43c at idle and has 'never' gone above 45c under load. Ambient room temp is 69°F to 72°F. Nuff sed...:D

Most cheap fans are somewhere between 25-35dBa. I've seen some that are 40 or 50 (yeep!). I would look for something around 20dBa. You can pay a lot and get something that's more like 16dBa, but I don't think it's really worth it. You'll find that the fans themselves don't contribute as much to the computer's noise as you think.
Personally, I've given up on the whole noise issue altogether. I have 6 fans in all, and once I get a new video card, I'll have 7. My case sounds like a 747, and there's not a darn thing I can do about it :)
I have the one that came with my P4 1.8ghz, I am sure you know whcih one that is.., I am thinking that it is the clips but I can't remember, this computer was the first I built so a friend of mine was handeling the CPU..Quote:

It seems that I am out of options...
I really dont want to spend more then $20 or so, the CPU, hard drive (sheesh those cases are expensive), PSU (unless there is something I can add on the outside for cheap) are all out....
if there are any cheap options you guys have....

They move a pretty substantial amount of air for their noise level. I'm happy with them. Like I said, though, my case is loud... but that's due to the hard drives (mostly) and the 4 other fans I have in there.
Unfortunately, the days of quiet PC's are over... unless you want to spend big bucks, you won't be able to keep your machine cool enough without making some noise :)

Thanks for the idea....."remove the little sticker". I had a fan that was driving me crazy and it was going to be difficult to replace. I took a closer LQQK at it and noticed that the sticker was way off center, so I peeled it off and the fan is now quite and well behaved!!

got one for ya...my processor fan runs at around 7800 rpms and my case fan at 2100 rpms? Is that normal.....also my cpu fan is REALLLY loud...its the only loud one in the bunch (9 fans altogether including video fan and fsb fan) its a custome fan.....with a custom heatsink..works quite well....is everyone elses fan running that fast and that loud or do you think i got shackled with the purchase of the fan?

First, those speeds should be different, they are different fans with different designs I'd assume.
Is your HSF (CPU fan) having a temperature control or speed control option? You could simple turn the rpm's down a little bit. E.g. my Volcano 11 runs max. at 4800 rpm, but I have it set to approx. 3800 rpm, that does make hardly a temp difference but now it's a quieter fan than the case ones.
If not, you could always opt to go with a new HSF that runs much quieter and give you various control options.
TangZ,,sounds like you have a 60mm Delta 'screamer' on that HS? Or the equivalent. 60mm's have to run much faster to do the cooling job on overclocked AMD's. If none of that pertains to you, as K G G says, slowing the fan down 'will' quiet it down. Whether you get a slower fan,or a speed control for the one you have. Just be sure to watch those CPU temps 'very' closely. One reason why i went to an 80mm with HS that supports it...
Oh yeah,,tried one of those 'Zalman fan mate' things. Turned out to be crap.:( Poorly built to say the least. Went to a local electronics supply house and got a POT(potentiometer) for half the price and it worked very well.
WOW, GOOD CALL MAN....thats exactly what it is (screamer) ...so you guys think I should just get one of those 5 1/4 bay fan adjusters? how do they plug into the fan? does a power cable go to the bay and then from the bay to the fans or do i have it all bass ackwards?

I just picked one up from Directron a month ago. Love it! TangZ, you have it correct: you connect power to the controller and then plug the fans into the controller (it only takes 3 pin fan plugs, so you may need an adapter if your fan only has Molex. It came with two adapters though).
The like that the fan controller doesn't just adjust from 7V to 12V as many do. It actually turns off if you want it to. And the coolest thing is when you first crank it up, the LED glows red. When you increase voltage past 7V, the red LED turns BLUE!!
