Most cheap fans are somewhere between 25-35dBa. I've seen some that are 40 or 50 (yeep!). I would look for something around 20dBa. You can pay a lot and get something that's more like 16dBa, but I don't think it's really worth it. You'll find that the fans themselves don't contribute as much to the computer's noise as you think.
Personally, I've given up on the whole noise issue altogether. I have 6 fans in all, and once I get a new video card, I'll have 7. My case sounds like a 747, and there's not a darn thing I can do about it :)
I only have one harddrive and I have been looking at silence stuff for that and they are a little too expensive

The fan is generally hooked to the heatsink with screws... sometimes clips. Let us know what yours looks like... remove the fan from the heatsink and replace it in a similar manner only reverse.
I have the one that came with my P4 1.8ghz, I am sure you know whcih one that is.., I am thinking that it is the clips but I can't remember, this computer was the first I built so a friend of mine was handeling the CPU..
