It is a envelope that is color for ( More than 15 replies or 150 views ) and the dot in the middle tells you that you have posted to the thread. It is listed at the bottom of the first page before entering the threads themselves.

I agree with Train. In 9x, it is absolutely impossible to install any tweak that will have any effect on resources. They are a fixed area of memory controlling the GUI, and they are set in solid concrete.
All anyone can do for resources is control what runs at boot time.
