If it's the first build-your-own and you want to keep things simple, then yes, it would probably be a good idea to do so. Depends on the person really. Others who do a lot of homework on the subject(s) and really get inspired may decide to order their own preference of a power supply and fans to install. Be aware though that you'll pay more for the fancier ps's and fans. Kind of like a car: For the average user, a waterpump is a waterpump--as long as it works. But an auto enthusiast won't settle for less than an Acme Super-Deluxe Niagra Falls HydroElectric model. Same for building computers.
