As I'm sure everyone knows daylight savings is starting earlie this year.
Is there anything a person can do to change the automatic start time for day light savings time? In other words, the computer automatically changes over to daylight savings time right now on the first Sunday in April. Is there any way one can change the settings so that it will change on this earlier date? Or is it unfixable?

What I did was to go to Windows Update and install the Windows update for any PC that had a time zone update. For the ones that didn't I used Microsoft's Time Zone Editor tool. You can download it from the link SpywareDr listed at http://support.microsoft.com/kb/914387/ Go down to the Method 2: Change the time zone settings on a single computer and you'll find the Tzedit.exe download listing. (This Time Zone Editor version will run on NT, 2000, 2003 and XP. (It may run on Vista too but there is no need to do so because it is already setup correctly.))
We did not mess with Exchange or Outlook updates for time zone changes. We had each user fix their own "problem" entries if they had any after the Windows update.

If you use Windows Update, the Daylight Savings Time update probably was already delivered to you with the last batch dated February 13. It is KB931836. You can also get it from the link provided by nganvu

I tried to download the update, but it told me it couldn't be installed because the update had already been installed.
However, I went to Control Panel where all my updates are listed and the number KB931836 is not listed.
Are you sure that is the correct update number?
Oops! I was looking in the wrong place. The DST update is installed and is the number you cited.

I still have a system with win 98 on it, with DST coming this weekend, can i just change the clock time on the desktop, or will that not be accetable? I always had it change auto, but now i took the check out of the auto box.
If i use the, http://www.mdgx.com/add.htm#TZU , what does that do to the system? I don't want to run into a crash here with this one, unless i take the drive and have it transferred? I am not familiar at all with the tzedit.hlp,or tzedit.exe, ? Maybe i should have this whole drive copied, before Sunday?

You should really try to fix the timezone rather than just changing the time. If you just change the time, then anything which is actually handled in UTC (like timestamps on emails) will appear to be an hour off. Not a critical issue in Win9x, but it's worth getting right.
With later versions of Windows it becomes more important to get right in some environments -- machines on a domain are only allowed to be 5 minutes off from the domain controllers or they don't get access to anything.
The main options for a change like this in order of preference are:
- Fix the timezone info (good).
- Leave it as is and deal with your clock being an hour off (okay -- at least you know everything that's affected).
- Leave the timezone as is and change the clock (bad -- this will tend to bite you in strange ways).
egdufwollamhsram1851: You can indeed use the registry changes that the Solprovider site lists. (That site is where I found the link to the MDGx website originally.) The registry changes there are the same as the MDGx versions... except they are simple .reg registry imports versus an .exe-based installer.
The key reason I suggested the Windows 98 version of TZE.exe is that it will allow you to make time zone changes manually. And you can even add your own customized time zone down the road if need be. (It might be one of those "tools" that may become hard to find as time rolls by.)
You don't need the TZE.hlp unless you have a question on how to use the editor. If you do think you need it, I would suggest running the TZE.hlp before firing up the editor. That way, you'll be comfortable on how to make it work for you.
Two other things... The registry imports above (including those for XP, etc.) change any and all time zones that needed to be corrected (including one in Australia.) The Time Zone Editor can do all those changes but you can only do one at a time. In my case, I only changed the US Eastern Standard zone on my Windows ME boxes because that was all I needed.
If you do use the Time Zone Editor, after you have made you adjustments, you should either reboot or change the time zone temporarily to another (by clicking OK when asked) and then change it back. The reason being that when Windows loaded up, it only read the time zone registry entry at that time. You need to make Windows reread the proper time zone registry key so that it picks up the newly corrected information.
I have attached a screen shot of the Time Zone Editor. It's really quite easy to use.

If you decide to use the registry change method over the TZ Editor, you should still reboot or change the time zone as I noted above. The reason still being that Windows needs to read the correct key so the change will happen as desired.
**EDIT**
I also noted you were concerned about the time changes causing problems for your PC. The only things changed in this process are only the time zone reference keys in the registry. I would not expect to see any stability issues arise from the changes.

So if you just change the time on your clock and time zone in the drop down
selections, that still does not give the pc the correct time?

When i was looking at the settings yesterday, my zone was on Pacific mountain, instead of Central,i changed it to central, so in using the editor,what "offset time" do i use for central time zone/ abbreviation has to be the same/Daylight Bias is plus 1?

You're doing fine. :) The Time Zone Editor will adjust the registry for you.
The reason the TZE failed for the person at Yahoo is because there is more than one version. That person used the one for Windows NT, 2000, 2003 and XP. That version won't work for Windows 95, 98 and ME. If you downloaded the one I noted from MDGx, then you have the one that will run on Win 98.
I have attached a screen capture from one of our Win ME boxes, using the TZE from MDGx. It is for the US Central time zone. Yours should match this photo when you are finished. Then remember to re-boot (or temporarily change the time zone.)
Should you dump the 98 PC? Many (or most) would say yes. Me, I say if it is serving a purpose and running ok, why not keep it?

It's the version of the TZE.exe file that matters. Not the version of Windows 98.
If you have the right TZE.exe version, then you should be good to go (which is version 1.0.1.0) To figure that out, right click the TZE.exe file you have and chose Properties. Then click the Version tab at the top.
I have attached another screenie of the correct version for Win 95, 98 and ME.
(FWIW, the correct TZE.exe version for Windows NT, 2000, 2003 and XP is 5.0.1774.1.)

I never looked at any other time zones than yours and mine but I would assume that moving from standard time to daylight savings time is always a +1 hour bias??

I'm not there yet, i can handle those vcr's they don't put the fear in me these little monsters do, i'm inching baby steps there. That btmp image you attached or jpeg, showing the interface of the editor, all i have to do is enter those items in there and reboot? No other entries editing the registry, i guess you said it did it? I just have to open the Tzedit.exe and that's what i'm going to see?

First, I'd recommend printing the CST jpg screenie I posted. That way, you won't have to remember what it showed or click back and forth between it and the TZ Editor.Quote:

As for 3 weeks... Before this year, the old daylight savings time adjustment in the US came on the first Sunday in April. This year, it's 3 weeks early (thanks to Congress!) Older items that recognized daylight savings time (VCRs and the like) will not change on the correct date this year. And for nearly all of those older items, there will never be a way to fix the problem...

No, they're not head games. A device that changes to DST automatically on April 1 will be two hours ahead if it's also set ahead an hour this Sunday. So why have to change something twice? I'll wait three more weeks, it'll be just fine then without touching it.
No, because if you change something like your VCR this coming Sunday morning (3/11) and leave it in Daylight Saving Time mode, on April 1st it will move the time +1 hour. Which means you will have to set it back 1 hour. Which will be a pain in the neck! So no, it's not head games. This "relocation" of when DST begins and ends will cause some folks a lot of problems...Quote:

I don't understand what is so hard about this. Congress changed the law, but didn't change all the older hardware. Older clocks, VCRs, etc. are still going to automatically jump ahead an hour on the first Sunday in April (April 1 this year) just as they always have. So, if you want the time to be correct, you have to set your clock, VCR, whatever ahead an hour March 11, then back an hour April 1.....or just let it be an hour off for 3 weeks as I plan to do.Quote:

Looks like this system will have an issue, not the other? So how are the other systems being automatically set, they have patches which pick up the 2 dates?

Not sure if I totally follow but if the time zone setting changes are made in Windows (as we have been posting about), none of these PCs should have any issues. It's the ones left unpatched/unchanged that will have the troubles...
lgbpop: I would completely agree that the concept is not difficult to grasp. But I'm guessing we will still hear (via the news media and even places like this) about problems with the changes over the next few weeks??? :)
You know it.:) And if some people aren't confused enough, the news media will take care of that. I'm reminded of the Y2K nonsense all over again.
Most of us , at our level , those changes are not really needed. But when you get to Corperate level with their various servers and OS's, now that is where it can hit the fan.

It appears i am the lone ranger in this, I think i read in one of your responses, that there was a temoprary setting in the Tzedit.exe, or once i set it at the setting for this Sunday, i won't have to adjust it in 3 weeks, or i will have to change it in 3 weeks. The https sites are secure sites, that may need actual time? That really is paramount to me , but do i have to do the Tzedit.exe again, or adjust the clock only in 3 weeks. Never been there before.
