I'd have to say Ontrack's JetDefrag - included in the SystemSuite ( http://www.ontrack.com/systemsuite/ ), which includes a whole line of maintenance tools - very resonably priced. Been using it for years and hardly ever need anything else. I'm not gonna advertise here, but check it out for yourself.

Norton SpeedDisk actually moves your swap file (if you have one) to the front of your drive...
highly recommended!

Personally, I use Norton's SpeedDisk, which is quick and as Zam has explained, it orders your programs so that the ones you use the most are put to the front (swapfile) and so on.
However, if you would like a faster version of Windows standard Defrag, you can download and install Windows ME version of defrag which is MUCH quicker than the Windows98 version (when I used it for the first time, the ME version took 25 minutes, as opposed to the usual 1 and a half hours it took for Windows 98 to do!).

I have been using Executive Software Diskkeeper 6.0 for 5 months now. Wow it was a big difference in speed and system optimizing with my win 98 system. I highly recommend it. I had Norton and Ontrack and Diskkeper beat them both.
