it was the sinistar AI that took over the previously happy-go-lucky electronic software world in the movie (i think it was originally designed to be something like Win9x Task Scheduler but something went terribly wrong! https://discussions.virtualdr.com/ ).
as for destroying the characters, they were "de-rezzed"...a weird mutated usage of "resolution" or maybe "resolve"??

i didn't personally know who did the MCP voice but according to this page, it was David Warner who also played Ed Dillinger and Sark.
