I need to allow a user to change printer properties so he can setup different different tray settings. I can get into it as administrator but I don't want to let him have that kind of access...I also tried to give him print operator access but that did not work. Any ideas are appreciated.
If you're having no luck with permissions, you can try setting up different printers all pointing to the same Printing device. You can then configure each of these with the different properties that he may require and name them accordingly,
e.g.
HPLaser-Tray1
HPLaser-ManualFeed
etc

Another option would be to install the drivers manually on the workstation (to LPT1), then change the port to read the printer share (//server/printer). That way, the user has full control over the driver, but changes have no effect on other users.

If you are sharing the printer it doesn't matter if it is attached to a network or the servers LPT port (the key is that the server is SHARING the printer).
You can also point to the print servers IP address/ port name if the server is on the printer. If you want everyone to share the same queue/priority, just point the local print driver to a new port //server/printer as stated above.
You can print from the client directly to the printers IP address by adding the Simple TCPIP printing service in network services.
