anybody use a 'Reliable' free or low cost web page hosting service?

[preferred east-coast or central usa] everytime I've really looked hard at one there are stipulations use their software, things change day to day, user comments include poor for uploading. etc. ratings sites are not really accurate.. wonder if you can help.

I'm just looking for a Reliable consistant hoster.. uploads and ftp viewing. I don't really care if banner ads are a small issue. but a private page option would suit me fine before making a page public or just keep it private etc.

Second question is bandwidth.. I.e. I post an image from my page.. how much bandwidth will be used for viewing this image through my website. call it a 3k jpg for example.
Last place I had they bumped me off in one day because well?? I guess I'm popular.. too many people hitting a url/img thing. I can't help it.

I use godaddy for hosting my website it is $8.00/yr for the domain name. and $4.00 per month for hosting. and you can ftp to it. and also the bandwidth is fine for what i do i think 250mb per day.
