There are very few PCI USB 3.0 cards available, since you likely won't get USB 3.0 speeds through the PCI bus anyway. I didn't see any under $30.

yeah, same for me, and even IF it got full-speed, I'm not gonna pay over $ 50.00 just to satisfy my ego on this old system!

ISA wouldn't be capable of handling USB2.0, much less 3.0. Waste of time.
Even PCI bus can't support USB3.0 at full speed. That's why you'd need a PCIe card.
PCI bus = 133MBps max (that's also assuming there are no other PCI devices)
USB3.0 = 640MBps max
