If the Win 7 .iso disk is the same version as the Win 7 now on the PC, you can use that .iso disk for a Clean Install or a Repair Install. You will then use the Product Key you now have.
Repair Install is easier to recover from. Your personal data and installed programs should not be affected although a backup first is always a good idea.

If just trying to format, yes, the Windows 7 installation process has format option.
If you want to overwrite multiple times for security reason(s), DBAN.
A "Clean Install" and a disk wipe are two different things. A "Clean Install" just means that you are formatting the drive before you install.
If you need to remove the data from the drive and make it unrecoverable, then you'd use a multiple wipe tool like DBAN.
Wife's PC is in bad shape and I thought about using the ISO CD I made some ago to clean the PC and then install a fresh OS using the ISO. Thanks for your replies and if there are others who want to join in, feel free to do. Win 7 Home Premium.
Like the others said, a fresh install is all you really need to do.
Thanks Doc, and others who replied---a clean install is what I did. Am now installing a few of her choice apps. (She now uses her ipad exclusively.)
