Old Desktop died, looking for new mobo combo recommendation

We had a power outage about a week ago (very rare for us) but knocked out the whole area for a couple hours. Someone said a transformer blew, don't know for sure.

When the power came back on, my old desktop was making a terrible noise thru the speakers and refused to reboot. I tried turning it of and on, unplugging and re-plugging, and even swapped out the PSU, but NOTHING. The PS fan doesn't even turn on and no light or power on the mobo.

It's an old one:
WinXP - P4 2.4b 533FSB
Asus P4PE/L MoBo
512MB Corsair DDR PC2700
400 watt PSU

I built it about 13 years ago. It's the family PC, primarily for searching the internet and printing, but I need to figure out what to do with it. We have smart phones, laptops, and an iPad, but my wife wants it for banking and printing.

Does this sound like a mobo issue?
Trying to determine if I should try to buy a NOS replacement mobo, or bite the bullet and buy a new mobo, cpu, fan, memory, video card, HDD, and PSU (ouch!)

Thoughts / suggestions?

I'd probably try swapping out the PSU first.

You really need to put your systems on a UPS.

Unless you can get a new MB really cheap, it's probably a good time to get a new one. XP support has ended, and Win7 would run like molasses on that box. It'll probably be cheaper to buy a whole unit from Dell or another OEM, rather than building your own.

What is your budget? Those Dells are inexpensive, but already somewhat old.

I don't see rebuilding my current PC as a cost-effective option. (XP, P4, just too old and I've been considering upgrading it for the last couple years). I'm open to an older / refurbished PC, would like to keep the budget relatively low (~$150) for the family PC / printer unit.

I don't need the latest / fastest PC, but don't want to be needing to upgrade this next year.

This seems like a good solution, but I was trying to find some specs on this model, specifically the mobo. I'd like to move up to Win7 (everything else I own and use at work is, just makes it easier) and I'd like to possibly upgrade RAM and add a second HDD to use as my repository for all of my pictures and docs and backups on my network. Is this and IDE or Sata mobo? (I'm assuming Sata, but can't find that info).

Looking for a link to this model's specs, mobo and cpu. (Is this cpu ok? I know it's not the latest, but for my needs (surfing and occasion Word processing), I don't normally do extensive photo editting, so it doesn't need a strong performance cpu / Ram).

I like Dell, but if there are any comparable PCs, please let me know.

Looks like a great deal SpywareDr, but I didn't want to spend that much for a PC I don't even use.
Way over-built for my needs and more than I wanted to spend. trying to stay around $150 for this project, it's really not a priority.
