Old Desktop died, looking for new mobo combo recommendation
We had a power outage about a week ago (very rare for us) but knocked out the whole area for a couple hours. Someone said a transformer blew, don't know for sure.
When the power came back on, my old desktop was making a terrible noise thru the speakers and refused to reboot. I tried turning it of and on, unplugging and re-plugging, and even swapped out the PSU, but NOTHING. The PS fan doesn't even turn on and no light or power on the mobo.

WinXP - P4 2.4b 533FSB
Asus P4PE/L MoBo
512MB Corsair DDR PC2700
400 watt PSU
I built it about 13 years ago. It's the family PC, primarily for searching the internet and printing, but I need to figure out what to do with it. We have smart phones, laptops, and an iPad, but my wife wants it for banking and printing.
Does this sound like a mobo issue?
Trying to determine if I should try to buy a NOS replacement mobo, or bite the bullet and buy a new mobo, cpu, fan, memory, video card, HDD, and PSU (ouch!)
Thoughts / suggestions?
