Setting IE 10 Frequent Tab to Default

I'm using IE 10. There is the small tab at the end that should by default show my frequent 10 sites I've visited. At boot and start up, this small tab shows a blank page.

I go into tools>internet options>tabs>restore defaults>apply and the 10 frequent sites will show. As mentioned when I shut down my PC, boot up and open IE the new tab is always a blank page. I have to go back and do the same steps.

Is there a permanent fix for this or something I have to live with? When I use Chrome or Mozilla the frequent 10 sites will always show when I click the new tab. I am using Chrome more often as it seems to be faster.

mike2rc--The population of the Frequent page is based on your History file. If you delete the contents of History on shutdown or reboot you will depopulate the Frequent page.
Uncheck the box "Delete Browsing History on Exit" in IE Tools|Internet Options|Browsing History section.

That box was always unchecked on both PC's. I just checked it, applied, unchecked and applied.

Under settings I just changed that to "automatically". I'll see what happens after reboot.

I reboot changing the settings and the blank page tab is back. I'll Google this and see what I find.

mike2rc--In Internet Options|General tab|Browsing section|click Settings|History tab. If the number of days is 0 (zero) you will also delete all History on reboot. Enter a finite number.

That was set to 20 days. I bumped it up to 22...I'll see if that works.
