windows 7 password Creation error

A friend got a used laptop and want to put a password on it. But when trying to create a password, He gets a error saying he can't change the password even though it has no password.

Any ideas on whats going on?

Don't mix automatic logon with no password.

Have your friend contact previous owner for password
or
Clean install the operating system.

There is no auto logon, just a user with no password needed.
I'm going to try using ERD and if that doesn't work will go with a clean install.
